For cabbage rolls, simmer the leaves until soft like wet lasagna noodles. A wad of chili/rice filling and roll them up, lay then side by side on a baking sheet or class dish. Cover with tomato sauce of whatever kind you like. I also mixed in raw sausage meat which cooked perfectly in that way.Bake them covered in foil for half an hour at 350. IChili is already pretty well seasoned. I admit I did add more cayenne but mostly because I had under-seasoned the chili originally.
